Planned Parenthood — Adding Fraud To Their Catalog Of Crimes

Although nothing could be more immoral or unethical than selling the body parts of aborted babies for profit, Planned Parenthood clinics in several states are now coming under fire for Medicaid fraud, once again proving that profit — and not the health of women — is the number one priority of the organization.

Last year, after video evidence proved Planned Parenthood clinics were selling the organs and tissue of aborted babies, states like Texas pulled Medicaid funding of the clinics over the scandal.

And now, a legal investigation into fraudulent billing practices by Planned Parenthood clinics is proving to be extensive as it moves into several states where the clinics are heavily reliant on Medicaid funding to stay in business.

Sue Thayer, a former Planned Parenthood employee turned whistleblower, uncovered blatant fraud in billing practices by Planned Parenthood in Iowa several months ago, and now clinics in many other states, such as Wisconsin, are coming under fire as part of the investigation.

Worse yet, the clinics purposely used a loophole to avoid linking Medicaid funding to the abortions performed — which are not covered by Medicaid — by breaking up costs and disguising them as well-care tests and contraception costs for women, which are covered under Medicaid.

Thayer said that while she was on staff, Planned Parenthood peppered Medicaid with “repeated false, fraudulent, and/or ineligible claims for reimbursements” by the state’s taxpayers, according to her legal complaint, aided by the Alliance Defending Freedom.

 

Many of these illegally asked taxpayers to fund abortion by unbundling services, she said.

Planned Parenthood illegally billed Medicaid for “office visits, ultrasounds, Rh factor tests, lab work, general counseling, and abortion aftercare, all of which were, when provided, integral to and/or related to” abortion-on-demand, which is not covered by the state’s Medicaid program. Planned Parenthood did not disclose to authorities that these were part of the abortion procedure, said Thayer.

During the most recent investigation of Wisconsin Planned Parenthood clinics, it was found that half of the state funding the clinics received was paid out under fraudulent claims.  These fraudulent claims included, but were not limited to, violations of state law for medical facilities accepting Medicaid funding for the care they provide.

The violations recently discovered in Wisconsin were found in five of the eight Planned Parenthood clinics in the state.

Lifesite News reported on some of the fraudulent practices used to increase profit on the backs of taxpayers:

  • No prescription or prescription not signed by a valid prescriber;
  • Quantity billed does not match prescription quantity;
  • Quantity billed does not match quantity dispensed;
  • No proof of prescription being dispensed;
  • Reimbursement in excess of amount permitted by the sliding fee scale;
  • Inaccurately “up-coding” visits to obtain a higher reimbursement rate; and
  • Reimbursement for a duplicative drug that was not medically necessary.

Wisconsin is one of many states now auditing Planned Parenthood to uncover the depth of the fraud committed — and state officials promise to get to the bottom of  the scandal.

Pro-Life Wisconsin’s Director stated that this is likely the tip of the iceberg, since “all of these audits were limited in scope in terms of location, time frame, and type of claims.”

Audits and lawsuits related to the fraud in other states have already discovered tens of millions of dollars in potential fraud by Planned Parenthood, and the Alliance for Defending Freedom, one of the watchdog groups involved in pushing for the audits of the clinics, has labeled Planned Parenthood’s motive as an organization for “Profit. No Matter What.”

“The results of the audits are troubling,” said [Wisconsin] Governor Scott Walker, a pro-life Republican. “These significant overpayments are not an acceptable use of taxpayer dollars.”

It remains to be seen just how much the organization has bilked from unknowing taxpayers through their manipulation of the Medicaid system.  The audits are ongoing in many states and continue to uncover wrongdoing by Planned Parenthood as they are conducted.

Hillary Clinton and the liberal media continue to portray Planned Parenthood as the guardian angel of American women.  The continued audits of the clinics are proving that — on top of murdering the unborn — they don’t have any problem stealing from American taxpayers to line their own pockets.
